Professor Kong Ming'an published an article entitled "On the Transcendence over the Western Welfare State Model by Common Wealth in the Perspective of Chinese-style Modernization" on Studies on Marxism. According to the article, the welfare state, as a product of the modernization of the western society, has taken on the governmental functions regulating the social system and mechanism, satisfying the needs of the public and overcoming the basic contradictions of the society since its birth. Therefore, as a kind of institutional model that tries to solve the problem of capitalism's polarization of wealth and to make up for the loopholes in social governance, welfare stat once triggered the pursuit, attention and research from other non-Western countries. However, in essence, the welfare state is still a product of capitalist private ownership, and its so-called high welfare policies are designed to maintain capitalist reproduction and thus safeguard the rule of the bourgeoisie. Compared with the common wealth under Chinese-style modernization, the welfare state has the following three disadvantages: first, "falsity" and "transitional" are characteristic of it’s welfare policies; second, it is easy to fall into the trap of raising lazybones; and third, it ignores the material and spiritual cultural needs of some groups and has ecological shortcomings. In contrast, the common wealth under Chinese-style modernization has achieved an inherent transcendence over the western welfare state. In the process of solidly promoting common wealth, Chinese-style modernization has unwaveringly uphold the leadership of the Communist Party of China (CPC), the basic economic system of socialism, and the people-centred values.
